DALLAS (November 13, 2009) – Mothers Against Drunk Driving (MADD) National President Laura Dean-Mooney recently honored individuals and law enforcement entities from across the nation for their outstanding work in furthering MADD’s mission to stop drunk driving, support the victims of this violent crime and prevent underage drinking.
Honoring those who assist in expanding MADD’s mission is important because as the holiday season approaches and drunk driving increases, many of these individuals will be involved in MADD’s Holiday Crackdown campaign. The campaign is designed to help keep roads safe during the holidays significantly.
“Many of these stellar individuals and teams have helped further the Campaign to Eliminate Drunk Driving and their contributions are amazing,” said Dean-Mooney. “MADD’s volunteers, staff and partners in the safety community are key to ensuring the roads are safer, lives are saved, and injuries prevented.”
The 2009 MADD National President’s Award Winners are:
Julie Harlan from MADD Missouri earned the Criminal Justice Award—Court Monitor for her dedication to MADD’s court monitoring program. MADD Missouri conducted a court monitoring project involving the Missouri Highway Patrol DWI Saturation on weekends during spring, summer and fall of 2008. The project resulted in 126 DWI arrests. Julie was instrumental in monitoring many of these cases. Her efforts have helped to highlight the successful collaboration of the state highway patrol agency, highway safety agency and a MADD state organization.
Charisse Black from Virginia Beach, Virginia has been awarded the Criminal Justice Award—Prosecutor for her thorough gathering of facts, complete knowledge of current Virginia DUI laws and her ability to convict the majority of the cases she presents. She always ensures that MADD is aware of court dates so a representative is present during DUI manslaughter or DUI injury cases, which allows MADD to better support victims and their families.
Judge Carrie Glaeden from Columbus, Ohio won the Criminal Justice Award—Judge for her demonstration of total commitment to stop drunk driving locally and statewide. She responds in the middle of the night to issue and review search warrants to draw blood. Ohio has no mandatory test – Judge Glaeden uses legal authority to obtain tests for convictions. As a result, drunk driving fatalities are down and OVI (operating a vehicle while intoxicated or impaired) convictions are at their highest percentage per arrest in her municipal court.
Jason Smith from MADD Maryland is the recipient of the Linda Kitazaki Fundraising Volunteer Achievement Award. Jason was top national walker and his team was the top team in MADD’s 2008 Walk Like Madd campaign. He personally raised $12,525 in 2008 and his team named for his sister Jami Leigh who was killed in a drunk driving crash raised $25,130 in 2008.
Doug Scoles from MADD Ohio was selected to receive the Linda Kitazaki Fundraising Staff Achievement Award for his multiple fundraising successes. As MADD Ohio’s Executive Director, Doug consistently maintained a can-do attitude and evaluated his market and development plan to determine opportunities. In 2008 he secured a large gift from a class action law suit. He and his team exceeded the state office foundation goal by $10,000, for a total of $24,150 – with foundation giving down.
Judy Luye of MADD Missouri received the prestigious MADD Golden Achievement Award, the highest award given to a MADD volunteer. Judy coordinated the victim impact panel (VIP) that covers all of Southeast Missouri, Southern Illinois, Western Kentucky, Northwestern Tennessee, and Northeast Arkansas. She represented MADD at school presentations, booths, heath fairs and conducted interviews with the media.
MADD Southeast Pennsylvania Affiliate has been awarded the Brenda Altman Heart of MADD Award for Victim Assistance. This outstanding CAS works hard to help victims become survivors. In fact, the Pennsylvania Commission on Crime and Delinquency recently sent a letter of congratulations to the office for doubling the commission’s number of victims and survivors that receive Crime Victims Compensation from the state.
Teresa Belew with MADD Arkansas has earned the Public Policy Achievement Award this year with her hard work passing legislation in the state of Arkansas. Teresa successfully pushed forward a slate of bills that directly impact drunk driving laws in the state, including ignition interlock, graduated driver’s licenses and social hosting laws.
MADD West Palm Beach in Florida has been selected as the Community Action Site (CAS) of the Year. CAS leaders Steve and Barbara Kirkpatrick lost their daughter to a DUI crash a few years ago. Both are dedicated MADD volunteers and volunteer Victim Advocates in Palm Beach County. They worked hard to manage their CAS budget and raise funds in support of the CAS’s efforts.
The Washington State Patrol has been selected as the Outstanding Law Enforcement Award Agency winner. Washington State Patrol (WSP) troopers were responsible for arresting 20,240 impaired drivers or 45 percent of all impaired drivers arrested in Washington state in 2008. Additionally, the percentages of fatality and injury collisions related to alcohol fell from 10.4 percent in 2007 to 9.4 percent in 2008.
Chief Michael Capriglione with the Newport Police Department in Delaware received the Outstanding Law Enforcement Award. Captain Capriglione has been involved in law enforcement for over 28 years. His lifetime goal is to make the highways of Delaware safer for all people from impaired drivers. As head of the New Castle County DUI task force, his team made 430 of the 559 DUI arrests in the state during 2008.
